Traditionally, those functions get scaled back in tough times. The real impact of the recession will be to reveal which training functions have been working closely with their internal clients, and which have been living in their own ivory towers. The training /employee communication/ HR functions that have built relationships with the other functions they serve will generally fare better, and protect more of their most important activities, than the ones that have little ongoing interaction with department heads and other managers in other areas of their companies.
